Government Border Levy Changes Effective 01 April 2026

We would like to inform you of upcoming Government changes to border levies that will take effect from 01 APRIL.

The NZ Government is introducing a new levy framework administered by New Zealand Customs Service and the Ministry of Primary Industries (MPI).

These levies will replace the current transaction-based fees applied to import entries and certain user-pays services.

WHATS CHANGING?

From 01 April 2026;

  • Levies will no longer be flat, transaction-based fees.
  • Charges will be applied based on:
    • The mode of transport (air or sea), and
    • The value of the consignment (low or high value.

NZ Customs and MPI have advised the purpose of this change is to better align border processing costs with actual operational expenses and reduce taxpayer subsidization – particularly for low-value consignments.

Updated Levy Charges (excl GST)

PAYMENT TIMING

How Does this impact you:

Depending on how your goods are shipped (air or Sea) and whether they are high or low value, you may see adjustments to the levies applied to your consignments from 01 April 2026 onward.

These levy rates are set by the Government and apply industry wide.
