Brown Marmorated Stink Bug (BMSB) season begins 01 September

I’m afraid to advise its that time of year again – Brown Marmorated Stink Bug (BMSB) season begins 01 September and runs thru to 30th April.

Broadly, the procedures and requirements are the same as last season – that is the Ministry for Primary Industries (MPI) has proposed seasonal measures will apply to target vehicle, machinery and parts (VPM) exported from risk countries departing on or after 01 September 2023 and which will arrive New Zealand before or on 30 April 2024.

The shipped-on-board date, as indicated on the Ocean Bill of Lading is the date used to determine when goods have been shipped.

BMSB target goods must be fumigated offshore before arriving to New Zealand. Further – all shipments from Italy require treatment before arrival in New Zealand despite commodity and container type.

There is one exception to this rule: BMSB treatment is not required if the shipment is loaded into a fully enclosed container which is sealed before 01 September and then exported before 01 October of the same year.  Evidence will need to be provided of container sealing in the form of the seal number and a date stamped photo. More detail can be found under the import health standard.

Target Risk Countries

BMSB treatment measures apply to target vehicles, machinery, or parts from the countries listed in schedule 3 of the import health standard.

A full list of 37 countries under the NZ BMSB measures can be found here.

BMSB commodity type exemptions

A number of exemptions for new, lower risk types of VMP when certain criteria apply, and a manufacturers declaration is submitted.

BMSB requirements for sea containers from Italy

Italy is a country with large BMSB populations and increased associated risk. Containers and contents must be treated with prior arrival in NZ. There are no types of vehicles, machinery and parts (includes new tyres) eligible for BMSB treatment exclusion.
